2010 Initiative

The DoC established a 2010 Soccer World Cup programme as recognition that the country must accelerate the programme to meet the need for quality Information and Communications Technologies (ICTs) as the critical, “invisible” success factor to the 2010 World Cup.
To succeed on the world’s stage, South Africa will have to provide quality ICTs at the venue host city level, and the DoC must ensure that the event must also produce a lasting legacy for ICTs in South Africa.
To do this, the Department has adopted the following as departure points in its 2010 programme:
Acceleration of the implementation of primarily existing ICT improvement plans, including such DoC activities as the legislative changes, i.e., ICASA Amendment Act and the Electronic Communications Act, as well as targeted re-investment in ICT infrastructure;

Maximised use of existing infrastructure

Maximised engagement of appropriate private sector and innovative finance

Integration improvement and expansion of existing services

Committed implementation of existing economic empowerment and sustainable development policies to guide the way that all ICTs are met

Attaining specific FIFA World Cup objectives with specific, best practice temporary measures and management practices that serve other special events management in the future.
The Department has approved plans to beef up its 2010 programme with both human and other resources to ensure a successful ICT infrastructure plan for the World Cup and beyond.
